The National Plan for Music Education
What Music Hub partnerships and lead organisations should do
- What are Music Hub Lead Organisations and Partnerships? – “Music Hubs are partnerships co-ordinated by a Lead Organisations and made up of schools and academy trust, local authorities, music services and th wider arts education organisations and charities, community and youth organisations, and more”…[NPME pg 47). For Gloucestershire, Swindon & Wiltshire, Gloucestershire County Council is the Hub Lead Organisation reporting to ACE, with a Consortium Executive Team made up from Gloucestershire Music, Swindon Music Service and The Music Works as the Lead Organisation.
- Vision – …to enable all children and young people to learn an instrument and create music together, and have the opportunity to progress their musical interests and talents, including professionally… [NPME pg 48]
Underpinning this vision, Music Hub partnerships will be expected to focus on the following three aims

Schools
Supporting Schools in Swindon & Wiltshire
Hubs build strong relationships with local state-funded schools and multi-academy trusts is crucial. While it is the responsibility of schools to deliver music well, Hubs should support and empower them to excel.
What we provide free:
- Expert Tutor Placement: We connect schools with highly skilled and experienced music tutors and providers who bring passion and expertise to every classroom.
- Strategic Music Planning: Assistance in developing robust music curricula and programs that align with school objectives.
- Assistance to develop your School Music Development Plan
- Local Music Networking: Connection to local music clusters to foster collaboration and community, through Support from our schools cluster coordinators
- Bitesize CPD: for your workforce
What you pay for:
- Financial Support: Our subsidies and bursaries make music education more affordable, ensuring that cost is never a barrier to musical learning. We assist with subsidies, you pay the rest
- Instrument Access: We help schools provide students with the instruments they need to explore their musical potential.
- Professional Development: Ongoing training and support for music educators to enhance their skills and teaching approaches.
Lead Schools
"...Lead schools will NOT take the place of the connections all Hubs should build with all local schools, but rather will play a distinct and additional role in supporting other schools to improve their music provision...work closely with the Music Hub to develop and effective CPD offer for all schools in the Hub area, and enrich peer-to-peer support programme, finding ways in which schools can support each other...The Hub and Lead Schools will work together to formulate effective support programmes which could include school learning networks, CPD courses and collaborative music projects with young people which involve teams of schools'.

Classroom Instrumental Teaching
"Under the refreshed plan, Music Hubs will still be expected to provide an offer of whole-class and/or instrumental lessons to their local schools, so that every child can learn an instrument in class time.Such provision should be aimed at primary schools predominantly (and we would expect it will be delivered mainly at key stage 2)...We expect schools to pay for WCET/large/small group and instrument hire, as part of delivering the music curriculum..." (NPME pg 54]

Inclusion
Working together to understand and respond to the financial barriers which children and young people may face
"...This should include transparent and published charging policies across the partnership which are affordable and achievable:
- offering advice and support to schools around how to use Pupils Premium to support music learning
- leveraging additional funding from wider revenue sources to support disadvantaged children and young people
- collaborate with neighbouring Music Hubs to support consistency across boundaries
- explore other ways to provide support to those navigating financial barriers such as connection with local bursary and financial support programmes designed for young people" {NPME pg 56]
